To open an account and obtain permits, you will be required to provide a photo ID and two proofs of residency at a Public Service Center or via the online portal.

The following may be used for this purpose:

  1. Driver’s License (if it lists your home address in the district)
  2. Property Tax Bill or Rental/Lease Agreement in your name
  3. Auxiliary Bill: cable, landline telephone, internet, home/renters insurance, gas, water or electric

To obtain a preferential annual or overnight annual permit you will be required to provide:

  1. Current vehicle registration (or if leased, a copy of the lease, or if registering a company vehicle, a letter on company letterhead from the employer confirming the license number of the vehicle and the name of the employee applicant). The vehicle must be in the resident’s name and registered to the address within the district and show license plate, make, model and year of vehicle

*In order to purchase or renew a parking permit, you must pay all outstanding parking fines.

You can purchase a parking permit for guests online through City of Los Angeles PVB Online Guest Permit System for Permit Parking.

Please note: All guest permits purchased online must be printed at the time of purchase. If you are unable to print the permit(s), do not proceed.

Please allow approximately 3 weeks for your request to be processed.

Returned Check Policy: A payment by check that is returned for non-sufficient funds will be assessed a $35 returned check fee. If your check bounces, you can only renew by money order for one year, otherwise, the permit(s) issued will be suspended and your vehicle will be cited.

Preferential

A Preferential Parking District (PPD) is an area that has posted regulations limiting parking by vehicles without permits in order to reduce the impact of non-resident parking. Residents of the area are allowed to purchase permits exempting their vehicles and those of their visitors from posted preferential parking restrictions.

Annual

Cost: $34.00 each (3 Maximum per household)

The annual permit is a hangtag that shall be hung from the rear-view mirror of the vehicle so that it is unobstructed and observable to a traffic officer and is the primary parking permit for vehicles registered to an address within the parking district. For annual permits that are not hangtags, the annual permit shall be attached to the left back bumper of your vehicle, or on the driver’s side of the rear window so that it is unobstructed and observable to a traffic officer , and is the primary parking permit for vehicles registered to an address within the parking district.

Permits may be purchased for the full year. However, since each district has a set month for renewal, the price of your first annual permit may be prorated depending upon how much time is left in your permit year.

Annual permits allows the permitted vehicle to park anywhere within the limits of the assigned parking district on streets posted with “Preferential Parking District” (for preferential permits) or “Overnight Parking District” Signs (for overnight permits). Parkers must still observe additional posted restrictions (such as red zone or street cleaning).

If you have just moved to the area and do not have a vehicle registration, please purchase a four- month visitor’s permit until your registration is updated.

Annual permits may be purchased online, picked up from one of our four convenient Public Service Centers or requested by mail.

Visitor

Cost: $22.50 each (2 Maximum per household)

Visitor Permits are a hangtag that shall be hung from the rear-view mirror of the vehicle, and can be used by any vehicle belonging to a resident of the district or their guests.

In a Preferential Parking District, the visitor permit can only be used to exempt parked vehicles from posted preferential parking restrictions on the one street segment specified on the permit, which is usually the street segment where the resident lives.

For both Preferential and Overnight Districts, parkers still must observe additional posted restrictions (such as red zone or street cleaning).

You must provide a photo ID when purchasing visitor permits. If you do not have an active Preferential/Overnight Parking Permit Account, you must open one in person at a Public Service Centers and provide the following:
Two (2) proofs of residency. The following may be used for this purpose

  • Driver’s license (if it lists your home address in the district)
  • Property Tax Bill or Rental/Lease Agreement in your name
  • Auxiliary Bill: cable, landline telephone, internet, home/renters insurance, gas, water, or electric

Guest

Cost: $2.50 (25 Daily Maximum per household)

Each household within a Preferential/Overnight Parking Permit District is entitled to one-day guest permits.

Guest permits are placards that are displayed clearly on the dashboard. Guest permits are only intended for the use of residents of the district and their guests, and the re-sale or transfer of these guest permits to other users will result in the revocation of the resident’s permit privileges.

You must provide a photo ID when purchasing guest permits. If you do not have an active permit account, you must open one in person at a Public Service Centers and provide the following:
Two (2) proofs of residency. The following may be used for this purpose:

  • Driver’s license (if it lists your home address in the district)
  • Property Tax Bill or Rental/Lease Agreement in your name

Overnight

An Overnight Parking District (OPD) is an area that has posted regulations limiting parking by vehicles without permits between 2:00 AM and 6:00 AM in order to reduce the impact of criminal and public nuisance activities associated with non-resident vehicles parked late at night. Residents of the area are allowed to purchase permits exempting their vehicles and those of their visitors from posted overnight parking restrictions

Annual

Cost: $15.00 each (3 Maximum per household)

The annual permit is a hangtag that shall be hung from the rear-view mirror of the vehicle so that it is unobstructed and observable to a traffic officer and is the primary parking permit for vehicles registered to an address within the parking district. For annual permits that are not hangtags, the annual permit shall be attached to the left back bumper of your vehicle, or on the driver’s side of the rear window so that the  the permit is unobstructed and observable to a traffic officer, and is the primary parking permit for vehicles registered to an address within the parking district.

Oversize

An Oversize Vehicle Restricted Area (OVRA) is an area that has posted regulations limiting parking by oversize vehicles (defined as a motor vehicle in excess of 22 feet in length or over 84 inches in height) without permits between 2:00 AM and 6:00 AM in order to reduce the impact of non-resident parking of oversize vehicles. Residents of the area are allowed to purchase permits exempting their oversize vehicles and those of their visitors from posted oversize vehicle parking restrictions.

Daily

Cost: $10.00

You are only allowed to purchase up to 3 one-day permits per day. If you need to purchase more than 3 permits, you are required to submit your request on another day.

Oversize vehicle parking permits are only valid on the day written on the permit, between the hours of 2 AM and 6 AM, where signs are posted on the street or at the entry point to the oversize vehicle restricted area (OVRA) prohibiting oversize vehicle parking between 2 AM and 6 AM.

Permits must be attached to the inside of the driver’s side window of your vehicle. The permit must be removed prior to operating the vehicle.

*In order to purchase an oversize vehicle parking permit, you must pay all outstanding parking fines.

Displaying the oversize vehicle permit DOES NOT exempt the vehicle from L.A.M.C. 80.73.2. (“It shall be unlawful for any person who owns or who has possession, custody or control of any vehicle to park that vehicle or leave it standing upon any highway, street or alley for 72 or more consecutive hours.”)

Oversize vehicle parking permits may be purchased either by mail or in person at one of our Public Service Centers.

If purchasing by mail, please do the following:

  1. Complete an application for an oversize vehicle parking permit indicating the specific dates that you will need to park your oversize vehicle, where signs are posted on the street or at the entry point to the oversize vehicle restricted area (OVRA) prohibiting oversize vehicle parking between 2AM and 6AM
  2. Attach photocopies of any two (2) of the following proofs of Los Angeles residency containing your name and your residence address in Los Angeles:
    • Driver’s license (if it lists your home address in the district)
    • Property Tax Bill or Rental/Lease Agreement in your name
    • Cable TV bill dates within the past 90 days
    • Telephone bill (landline only) dated within the past 90 days
    • Gas bill dates within the past 90 days
    • Water bill dated within the past 90 days
    • Electric bill dated within the past 90 day
  • Attach a check made payable to City of Los Angeles for the number of permits requested at $10.00 per permit.
  • Returned Check Policy:A payment by check that is returned for non-sufficient funds will be assessed a $35 returned check fee. If your check bounces, you can only renew by money order for one year, otherwise, the permit(s) issued will be suspended and your vehicle will be cited.

    • Permits will be mailed to you upon receipt of your completed application, proof of residency documents, and your check. Transfer A Permit

Upon sale of a vehicle with an annual permit, the permittee shall be responsible for removing the permit.

If the permittee wishes to transfer the old permit to a new vehicle, the old permit must be returned to  a Public Service Center. If the old permit is not turned in, no transfer credit may be allowed for the remaining months of the old permit. A flat fee of $11.50 will be charged to transfer a preferential parking permit and a flat fee of $5.00 will be charged to transfer an overnight permit.

Transfer of a permit from one vehicle to another shall only be allowed in the case of a sale of the old vehicle and purchase of a replacement vehicle within a household.

Replacement Permits

If an annual permit becomes damaged, a replacement permit can be purchased. The cost of a replacement permit is $5.00 for a replacement overnight permit and $11.50 for a replacement preferential permit. The expiration date on all replacement permits will be the same as the expiration date on the original permit being replaced.

To purchase a replacement permit, you must bring the following items to a Public Service Center:

  • Photo ID
  • The damaged permit to be replaced. If your vehicle was in a car accident and the rear bumper was totaled, you may submit a receipt from an auto body shop stating that the rear bumped was replaced.
  • If the person bringing the permit is not the registered owner, a letter from the registered owner authorizing the replacement, as well as a photo copy of the registered owner’s photo ID.

If an annual permit becomes illegible due to fading, it will be replaced without charge to the resident upon return of the permit or upon submission of proof showing the fading (photograph).

Disabled Parking Exemption

Vehicles displaying a valid disabled parking placard or license plate used by the recipient of the placard/plate or their driver are exempt from the following parking restrictions (California Vehicle Code Section 22511.5):

  • Preferential Parking Districts
  • Time Limit Parking

Vehicles are NOT exempt from:

  • No stopping zones
  • No parking zones (including street cleaning)
  • Preferential Parking District Permit Fees
Lost or Stolen Permits

One visitor preferential parking permit per year per household can be replaced at a prorated cost ($11.50) when lost or stolen, if the applicant submits written documentation of actual loss to the Department, signed by the account holder.

To purchase a replacement visitor’s permit, you must bring the following items to a Public Service Center:

  • Photo I.D.
  • A signed, written affidavit from the account holder declaring that the permit was lost or stolen
  • If the person applying for the replacement is not the account holder for the permit, then also a photo copy of the account holder’s photo ID

A lost or stolen overnight visitor’s permit cannot be replaced until the original overnight visitor’s permit expires.

Permits Lost in the Mail

Visitor and/or annual permits that are lost in the mail must be reported with 30 days from the issue date in order to have permits replaced at no charge. The citizen may be issued new permits to replace the permits which were lost in the mail and never received if they sign an affidavit, within the prescribed 30 days, stating that they never received the permits in the mail. After 30 days of issued date the replacement fee will be at a prorated cost of $11.50 (for preferential permits) or $5.00 (for overnight permits).
